In 2024, there have been some significant NCAA to a lot of sports. According to NCAA.org, soccer, softball, volleyball, and men's lacrosse have made the following rule changes.

Soccer 

The NCAA Men's and Women's Rules Committee proposed that in men's soccer, no re-entry would be allowed in either half once a player leaves the game for a substitution. Also, the teams will have six chances throughout the game to make substitutions which can occur during any stoppage of play. In all three levels of men's and women's , the committee recommended that the clock would stop at every substitution in the last 15 minutes of the second half and in overtime periods. 

Softball

There were a lot of rule changes in the NCAA 2024 softball season. The following rule changes were approved by the NCAA Softball Rules Committee and the Playing Rules Oversight Panel:

  • Allow the use of double base at the first base, meaning the first base is split into two halves; the fielder half is white and aligned in fair territory, while the runner half is orange and aligned in foul territory. This rule change was created to avoid injuries.
  • Require the fence distance for all new construction to be 200 feet in left and right fields 
  • The requirement that bats have a ¼-inch knob protrusion will be eliminated. 
  • Assistant coaches not in the coach's box or serving as the head coach will not be able to communicate with the umpire. 
  • Allow the use of a one-way communication device from the dugout to the field to relay the pitch or play call.
  • To revise the video to include: 
    • Runners leaving the base before a touch ball.
    • Runners missing a base and leaving early on a pitch. 
    • All called or potential home runs 
    • Catch vs. no-catch situations. 
    • To restrict hit batter reviews to whether the ball hit the batter, whether the ball is entirely in the batter's box, the batter attempted to get out of the way of the pitch when required, and intentionally tried to get hit by the pitch 
    • Any of the listed items below will be allowed to be reviewed if the action on the field results in a deadball
  • To allow a post-game review only of ejections that include a suspension.
  • Change the obstruction rule so it occurs when a defensive player who does not have the ball or in the act of fielding a batted ball, impedes a batter's attempt to make contact with a pitch or impedes the progress of any runner who is legally running bases on a live ball. While not in possession of the ball, it is considered obstruction if the defensive player:
    • Blocks any part of the leading edge of any of the bases 
    • Blocks the runner from advancing or returning to a base 
  1. Once in possession of the ball, the defensive player can be between the runner and the base/plate. 
  2. Obstruction may be ruled even if there is no physical contact. 
  3. If in the umpire's judgment, the runner would have clearly been out, the obstruction is ignored. 
  4. Obstruction can occur on a force or tag play 
  • Allow the pitchers to disengage from the playing surface during delivery 
  • Change the time between pitches from 25 seconds to 20 seconds 
  • Allow a visible action clock to help enforce all timing rules equitably 
  • Allow the pitcher one throw to any base during the warmup time allowed 

Volleyball

  • Allow referees to issue a red card to the home team when event management does not address spectators who enter the playing area. 
  • Allow uniform bottoms to contain only one conference logo. Uniform bottoms can't have more than two identifying names or abbreviations placed on the front, side, or back of the bottoms. No commercial advertising will be allowed. 
  • Allow players to wear small, snug-fitting nose rings and ear cuffs, studs, and posts. No jewelry is allowed below the chin.
  • Require that any item that goes entirely around the head shall be a single solid color.
  • Allow two liberos but only one is allowed on the court at a time.
  • On the team's second hit, touching the ball more than once with any body part in the attempt to play the ball is not a fault if the ball is next contacted by a teammate.
  • All protests must be resolved during the match.
  • The coaches will be allowed to challenge the interference above the net if the decision relies on whether the player contacted the opponent.

Men's Lacrosse

  • Anytime a player's helmet comes off during the game while the ball is live, the officials have to stop the play immediately.
  • Permit the following video review process:
    • Correct the game or shot clock when there is a malfunction or timing error. 
    • Determine if the release of a shot at the end of the period in relation to the expiration of time for the game clock or shot clock. 
    • Confirm if a shot at the end of the period was deflected off of a defensive or offensive player before it entered the net. 
    • Determine if a shot hits the camera mounted inside the goal cage.
  • A team is allowed to have two timeouts and one coach's challenge each half. Then one timeout during any overtime period. 
    • If the coach's call is unsuccessful, the team loses a timeout and their challenge for that half.
    • Challenges do not carry over into the other half. 
  • The coach has 30 seconds to challenge a non-goal play. If the game is not in a position where a player will score, they will stop the game. If not, they will stop the game as soon as possible.
  • Reviews in the last four minutes will only be reviewed at the referee's discretion.
